The International Housing Finance Program (IHFP) is part of the Real Estate Center of the Wharton School of Business, University of Pennsylvania, Philadelphia, USA. IHFP was established in 1985 to foster excellence in housing finance education, technical advisory services, and research, with a specific focus on developing and emerging market economies.
IHFP’s EXECUTIVE EDUCATION Programs have delivered state of the art knowledge in housing finance and policy analysis for more than 30 years, both at the Wharton School and in some 40 countries worldwide. IHFP’s ~4000 alumni are part of a network of senior housing finance industry leaders and policy-makers across more than 100 countries.
IHFP faculty have provided ADVISORY SERVICES to governments, private and non-profit housing institutions and training institutions in well over 75 countries in Sub-Saharan Africa and the Middle East, Latin America and the Caribbean and Central-, Pacific- and South Asia.
IHFP operates a DATA AND INFORMATION web-portal HOFINET www.hofinet.org, that provides housing finance information on 140 countries worldwide.

RECENT HIGHLIGHTS
- In November 2019, IHFP Director, Marja Hoek-Smit gave a keynote presentation on lending programs for home-improvement during a workshop for INFONAVIT in Mexico City, co-sponsored by INFONAVIT and the Intra-American Development Bank.
- In October 2019, Wharton’s IHFP and Cape Town University’s Urban Real Estate Research Unit hosted the Housing Finance for Sub-Saharan Africa course in Cape Town, South Africa.
- In September 2019, IHFP conducted several housing finance workshops in Tashkent, Uzbekistan for the Ministry of Finance, Government of Uzbekistan and the Asian Development Bank. Participants were senior officials from the Ministry of Finance, the Central Bank of Uzbekistan, the Ministry of Economy and Industry, the banking and construction sectors, and ADB.
- In July 2019, IHFP led a week-long workshop on “Housing Markets and Housing Finance for the Affordable Housing Segment” for the Inter-American Development Bank in Washington DC. Participants were IDB urban and housing specialists and their counterparts from the Latin American region.
